It is NOT working fine. When the handwheel is disengaged, the needle should not go up and down while winding a bobbin. This is a safety issue.
Not sure what to advise for fixing it though. Check that the machine has been recently cleaned and oiled with fresh, good quality oil. Sometimes old oil turns to glue, then varnish and seizes the parts, which could have happened with your machine. Don't dispair--it is reparable! Would just take a lot of elbow grease and liquid Tri-Flow Synthetic Lube applied to every place where metal rubs on metal. Avoid oiling belts, synthetic parts. Alternate lube with hot air from a handheld hairdryer. OR, you can take it for service.
Also check that the rubber bobbin wheel is not damaged/dried out, etc. It can be replaced.

Mr/Ms Ellis. Thank you - I learned some things! To me, this is only a safety issue if you put your fingers under the needle. Been there, done that. Learned Not to replace a zipper in men's pants!
Is it possible you have not Fully disengaged the Handwheel? As in, it just needs a bit more twist? Otherwise, like another, a trip to the repair guy is in order.... My Necchi has only been once, and all machines Always come back a Mess - cuz - usually - some guy changed Everything. Bought mine in '72, at the OK state fair. Made payments. Cost $200. Now - cost Lots more.

Your machine might need a trip to the repair shop. Or you might replace the rubber wheel yourself. It could be tired, and worn. With age. (Older is Always better!)
