Definitely call, burned plastic is not normal. Just be certain that it is nothing that you accidentally stuck in the dishwasher. Also check around the bottom by the heaters so that nothing is melted to them...
If the dishwasher is undergoing short programmes and low-temperature washes then your dishwasher may not allow for the tablet to fully dissolve leaving some remaining tablet left behind. Another reason why the tablet may not be dissolving is because of the water hardness of the area you live in as the tablet may take longer to dissolve in the water.

Make sure the filters on the inlet valve(s) aren't blocked.
If all is well with the inlet valves you should hear a faint humming. This is normal.
If it's a new machine it would still be under warranty, so you should get a Miele serviceman to check out the problem.
