With all that you check, this would be the next thought, this is rightunder the tub AGITATOR, Remove the LOCK SCREW and you should see it.

The burning smell is your belt(s). Motor is turning but the transmission isn't causing the belt(s) to burn. From the sounds of it, it sounds like your transmission might be locking up. You can try to get the cabinet off of the machine and see if something is stuck in between the inner and outer tub.

SYMPTOM: WASHER FILLS, BUT DOESN'T AGITATE AND/OR SPIN
1) Check the imbalance/lid switch FOR continuity. Check also the speed selector switch (if any), the water level and water temperature switches for proper operation .
NOTE: If any of the selector switches on the console are only partially pushed in, it may cause improper function.
2) Check for a broken or badly worn belt.
3) Check the motor rollers and tension springs for damage and the motor roller tracks for jamming. Any of these might cause the belt to be loose.
4) Check the appropriate timer circuits for continuity.
5) Remove the belts and see if the motor will start. If you hear the motor buzzing, but it doesn't start in either or both directions, test the capacitor (if any) and starting switch
If it does start with the load removed, turn the pump and transmission pulleys by hand, in both directions, to see which is locked up. If the pump is locked, If the transmission pulley is locked,. Note that the transmission pulley will normally be very stiff when turning it in the clockwise direction, as you look at the bottom of the washer.

Often you have to raise or open the top or front of the washing machine to get to the switch. If it's defective, you need to replace it.

Motor coupler Many washers produced by Whirlpool® use a small, relatively inexpensive motor coupling. It's plastic and rubber and is mounted to the shaft of the motor on one side, and to the transmission on the other. Over time, the coupler wears out and fails. If this happens, you need to completely replace it.

Belts Many washing machines have one or two belts. If a belt is broken or badly worn, you need to replace it with a genuine belt from the manufacturer. (Some washing machine belts are designed with special characteristics not found in automotive belts.)

Clutch If your washer was made by GE®, it may use a clutch for agitating the clothes. As the clutch wears out, it may prevent the washer from agitating well or at all. If the clutch is worn, you need to replace it. For this job, you probably want to hire a qualified appliance repair technician.

If you suspect a transmission problem, you may have to call a qualified appliance repair technician to repair it.

Agitator The inside of the agitator--where the transmission shaft attaches--can become worn, and strip out the spline that allows the agitator to properly grip the shaft. Then the transmission shaft rotates back and forth as it should, but the agitator doesn't move properly. If this happens, you may need to replace the agitator and/or the transmission spline.

You are correct that motor turns one direction for agitate and the other for spin. The problem you describe sounds serious but there is a chance it is not. First, try to turn the transmission by hand. If it wont turn by hand, remove the agitator and see if something has gotten under it and has it locked to the basket. To remove the agitator, pop off the top cap and look down inside. You will see the bolt that holds the agitator on. After you take it loose the agitator will slide off.

If there is nothing there, the transmission will need to be replaced. If the washer is less than 5 years old, the transmission may still be covered by warranty. Check your owners manual for warranty details. Post back to let me know what you find out.
