SOURCE: Water will not dispense--fairly new filter
Are you sure about that model number because I have the service manual for a RS265AA if you like. The water valve can be tested ao back with a multi-meter and should show 120 volts or your home voltage when someone presses the dispense water switch. If yes the voltage is present the water control valve is defective and will need replaced.Double check your model number because there are no Samsung refrigerators with the RF2 prefix RS2 is Samsung prefix. SOURCE: Front ice/water dispenser stopped working.
I had the same problem. Turned out to be a microswitch under the lever used to activate it. The microswitch fell from the original position so it wasn't turning on anything. I tried gluing into position but the fumes from the crazy glue messed up the switch and I had to replace the whole rig.
The part is under the control display. You can pry it open from the left side.

It sounds like the water filter needs changed. Yes I see It's only been one month. Also make sure you have good water pressure to the frig.

The most common reason water stops are 1. The water line has frozen, but its not the part in the freezer door. Behind the crisper bins in the fresh food section, you might not see it but it behind the back wall. Heat up that area with a hair dryer, or if its not full shut it off for 24 hours and it will do the trick. 2. The pump that sends the water to the dispencer is dead, it will be located behind the ref lower left hand side behind panel (follow the water line) part # DA74-40149D, you can order it at marcone.com for about 27.00

Check that you ice maker is on, do you have ice in the bucket?
Check you ice drain is not plugged. Do you hear some humming noise when you push the ice dispenser? This could be a complex problem.
