If win10 there is safe mode that turns of fastboot.
read that here. when you disable fast boot
windows 10 now runs in safemode and boots from, raw files
not images. this can cure many W10 OS machines.
here is one example of how this works.
lets say you have a bad video card driver.
then the PC crashes,
but the driver bad is in that stinking imgage file ((hiberfil)
then the PC boots clean, and you can reload the video drive.
I have fastboot off on mine forever, boot speeds do not impress me. 5 seconds is not worth the pain of fastboots. IMO !!!

This behavior can occur if a hardware component malfunctions, or if there are damaged or incompatible drivers installed.
Solution is Replace the defective RAM module.
The memory for this laptop is located under the keyboard. You would have to open the keyboard and replace the faulty memory module.

we can not guess your OS and can be 100s of things,
if MS , XP to W10 is possible.
this PC if not molested, (means tampered with)
will run w7 ,
and if it was new with W7
and not changes or HDD tampered or new HDD
added the HP MAGIC F11 key works
called HP windows recovery
power on, hammer F11, and go back to day 1
this is covered in your HP manual online
read it , first, search recovery and read.
btw I own a Elite book in fact 6 in the whole family, I love them as do I love Zbooks G2,
btw2, it came new with w7 max.
if you slammed w10 over the top of that,
it is now all messed up.
there is cure, ask.
W10 can be run on these laptops
but you loose the F11 recovery features
and all security features listed on this w7
finger print reader, intel security features.
bitlocker? hdd (what ever its called by Hp)\
but not trying that w10 screams on mine,
with new SSD for sure, one fast machine.
I7 processor, 8gb ram.
