I would need to see the parts really but you should be able to see how it works by checking the way it needs to connect to the flywheel on the machine and how the sprockets are designed.
Depending on what happened, it may be possible to remove the recoil assembly carefully. Reassemble whatever came apart and rewind the cord. When this happened to me, I had to get a new assembly.

You say it is pull start ... is there a battery in the machine? If it is pull start, I dont understand your question ... If it is pull start, it makes its own electricity through a magneto arrangement.
There is usually a set screw behind the throttle assembly on the handle bar which you can adjust how deep the throttle is pushed in to limit the speed. I use this on my sons quad when my younger daughter drives it. Make sure the nut is tight because it can vibrate loose and give full throttle option.
