If you've got a locked up iPad app or otherwise misbehaving iPad, and
want to reboot / reset your iPad, simply hold the sleep and home
buttons together until the iPad restarts.
You'll see the shutoff slider come up first, but just keep holding.
The screen will go blank and the Apple logo will reappear as the iPad
reboots.
Note: this does not reset any data on your iPad. This is just a restart, equivalent to rebooting your computer.

Resetting the ipad will not help... The I'd and password are stored at the apple store.
Step 2
Hold down the "Sleep/Wake" button for several seconds until a red slider appears. Move your finger across the slider to turn the iPad off.
Step 3
Connect the iPad to the computer while holding down the "Home" button to turn on the iPad.
Step 4
Release the "Home" button when you see a message that says, "Connect to iTunes."
Step 5
Launch iTunes. iTunes will alert you that it detects a device in Recovery Mode.
Step 6
Click "OK" and click "Restore" to reset the iPad.

there is no way to take the icloud lock off . if it is not your account then the phone is worthless as the only way you can get it back on is to enter the name and password of the icloud account its attached to. even apple wont take it off for you
