Problems due to faulty magazines is very common, while you didn't say if you have tried other magazines that is the first thing I would try.

Suspicious!!!! A chief of police not knowing it as a 9mm or stating manufacture? Just a bit odd.that you are asking very fundimental question when if you were a trained law enforcement officer you would have the answer and if you really had a problem your department armor would be your source for answers

I have 9mm. Shield and I have seen Ad's that the .380 mm is easy to pull the slide. Can my gun be made to easily pull the slide?

The tension of the slide tends to correlate with the caliber of the firearm. A more powerful round usually needs a heavier spring to absorb the recoil to prevent damage to the moving parts. It also needs enough force on the return cycle to strip a new round from the magazine. Higher magazine capacity means higher spring tension on the rounds within it; leading to the need for an appropriate return force. Everything about the firearm you change can lead to a failure if not properly engineered. With all that said the unfortunate reality is under most circumstances you can not lighten the 9mm Parabellum to the same slide pull weight of a .380 which is actually a 9mm Kurtz (short) in Europe.

I have a marlin 989 auto it miss fires 6 out of 10 shots any ideas it is clean

Look at the rim of the shells that misfire, best guess is too much oil or debris. Or has the weapon been dry fired substantially without snap cap in place, that can cause a flating of the pin,

Just bought new dan Wesson lcp45 and magazine will not lock in mag well

Remove one round from the magazine and try it again. If it is still not retaining the mag, then you have a problem with the magazine catch. Also try a different magazine as there could be a problem with the mag catch notch in the magazine. In any case this is not a user repairable item. Take this to your local gunsmith or back to the dealer you purchased it from.

Can a norico 9mm mag load more then 16 shots

No, not when it comes to Norinco magazines for pistols, at least.

The single stack version holds up to eight rounds and the double stack version holds up to 16 rounds.

There are other 9mm magazines (AR-15), however, that can hold up to 32 rounds. Here are some of them: https://www.cheaperthandirt.com/category/parts-and-accessories/magazines/ar-15-magazines/9mm-mags.do

I have a round in backwards in the bottom of the chamber of my model 94. This happened as I was loading the gun. It was the first round. The round is loose but it won't come out.

This is in the wrong section. You may wish to move it for better answers.

The round can be removed without disassembly, but it's a sort of "have to hold your mouth right", so unless the gun is in the field, I'd just disassemble.

Remove the cross screw which retains the magazine tube forward end plug. Obviously, take care to have a screwdriver which fits the screw, properly, to avoid marring the surfaces. FWIW, it's easy to slip and scratch something- don't ask how I know...

When the cross screw is removed, the magazine spring will pop the plug and spring will usually fly out so it's desirable to keep mild pressure onto the plug. The spring doesn't produce strong force so no danger, just that the plug can roll under something when it pops out.

When plug and spring are out, the rifle can be angled, muzzle downward, to drop the follower and that errant cartridge. Back together is as simple as removal.

I purchased a 5 shot stainless stel clip for my 17 savage and the ammo keeps popping out of the clip

Return it and buy another one from Savage. What happened to the original one that came with the rifle? What you bought and what they sent you or were sold may be two different things. For instance a .22 magnum magazine might fit your rifle, but the feed lip opening could be substantially larger than the 17 case dimensions. In that situation the 17 caliber rounds would not stay in the magazine.

What is the history of a 38 S & W ctg seriel number V659042

The round was first introduced in 1877 for use in the S&W .38 Single Action. After World War I, the British military sought to replace pre-war revolvers with easier to handle weapons. Webley demonstrated a lighter version of their Mk III revolver with modified .38 S&W ammunition, firing a heavy 200-grain (13 g) bullet. Specific information about a weapon chambered in this caliber is available from Smith and Wesson for a fee.
