you must have a Lamp for to help the screws. Unless the machine had not screws, must be adjusted to a pressure. You must use the screwdriver for to help to open the hood. see the video:
1. Hold the upper end of the treadmill with your right hand as shown. Using your left hand, pull the latch knob to the left and hold it. Pivot the treadmill down until the frame is past the latch pin. Slowly release the latch knob

This happened to my treadmill. You need to get to the motor and see if the belt is fraying. If so, the fibers may have gotten entangled in the motor causing it to stay at the highest incline level. Once you clear this the treadmill will go up and down again. Hope this helps!
