Probably - with the possible exception of whatever might have been on a external SD card. That is the idea behind a factory reset, it puts the device back to the way it was straight from the factory. There is software out there that claims to be able to recover the data but results are not consistent, maybe you will be lucky.

When i turn it on i get a message that says unfortunately,launcher has stoped wont let me do anything else

You need to do a FULL reset.
1. Power off unit
2. Hold down POWER and Vol - (or Vol+ if Vol - doesn't work) until Android reset screen appears.
3. Scroll down to factory reset and select it.
4. Agree to reset
Unit will reset itself and start over like it was brand new and you will lose everything that was installed. Most likely you have a corrupt operating system and this may help. However, many android apps will not work on that tablet as its an older tablet that does not have an upgraded OS available.

When I turn on the tablet I get the welcome screen for about 40 seconds and then tablet turns off and repeats this over and over without ever getting to home screen

Did you attempt to root the tablet or install a different bootloader? If so, try again because it hasn't worked. If not, something has been corrupted, try to do a factory reset. Normally achieved by turning the power off, then turning the power back on while holding the home key and either the volume up or down button until you see an android.
If you factory reset you lose everything. So if the option is there, first try the to clear the cache and dalvik cache.
BTW, did you try the reset button on the edge of the case? Stick a pin in it. Try that first.

What wrong with a tablet when everything is backwards

Try a reset. There is a reset pinhole on most tablets to do this.
Check your manual if you have one or try to find one online.

You open a paperclip and put it into the reset hole and push gently. This will cause it to shut down and reset to factory default.

Something is wrong with your operating system to cause that.

You will lose any data or apps you might have saved.

Does resetting my tablet to the factory settings get rid of everything

Hi
The answer is not quite everything, but it will return it to the same state as it was when you opened the box for the first time.
In other words you will lose all your personal settings, pictures, data, WiFi connections, Bluetooth pairings, downloaded apps, etc etc. Everything that you have done on it since you started using it.
It will be exactly as it left the factory

Pattern unlock

About the only thing you can do is a factory reset of the device. As a security feature, however, you will lose any data stored on the tablet when everything resets to factory defaults.
To reset the device, press the (POWER) and the (VOLUME +) buttons together and hold them down for approximately 10 seconds, when you see the android logo, release the buttons and follow the on screen menus.
