First, make sure you filter is clean and you are getting good water flow. I have gotten heaters to fire simply by backwashing or cleaning the filter.
Then try jumping the pressure switch. It's threaded into the header behind the panel above where the water pipes go in. It is a pretty common failure on that heater. If the heater starts working okay, replace the switch. It just unscrews like a light bulb. Otherwise you may need to get a tech out to check it. Good luck!
