To submit correct question about any watch here on FixYa you have to give as much details of particular watch as possible. There are hundreds of people asking for help, but it makes no sense if the question, for example, is: How can I adjust my Citizen stainless steel watch? Citizen, as any other watch manufacturer produces thousands of watch models and every year few hundreds of new models are added. This makes impossible to recognize any watch by the brand name given only. So, to make sure that you will receive proper help with your watch, please always submit: 1. Brand name; 2. Model name; 3.Type of display ( Analog or digital or both); 4.Type of movement (Mechanical, quartz, kinetic, solar e.t.c.); 5.Number of the watch (Usually written on watch's case back); 6.All the writings you can find on watch's case back. If you are not sure what type of movement your watch has, here is a tip how to find it out: Observe watch's seconds hand. If it is moving in jumping action second after second - your watch has a quartz movement which is battery driven. If the seconds hand is moving in sweeping action - most likely your watch has mechanical movement which is driven by spring. The more information you will submit, the better.
I am thinking you need a new battery. It appears to be a battery operated watch that runs on solar power IF there is light.

The solar movement functionality creates an environmentally-friendly and maintenance free timepiece that can be charged through indoor fluorescent light or outdoor sunlight. Once fully charged, the battery life can reach two months. If worn daily, there is very little chance the watch will stop.
There are three solutions for this problem, contingent upon the model:
With both instances, this is a power saving / low charge / low battery feature of the timepiece.
1) Is your Seiko watch a Kinetic / Solar model? If so, your watch contains a capacitor. The capacitor may be bad, OR if you have not been wearing it on as regular a basis, wind the watch (Kinetic) vigorously for 5 minutes, and if the second hand returns to normal function, the capacitor is most likely fine. If is is a Solar model, expose it to sunlight for 4-6 hours or incandescent light for 24 hours and see if this resolves the problem.
2) Else: if this is a standard battery operated watch, take your watch to an authorized Seiko repair center, or Certified Master Horologist. Make sure that the Seiko Repair Center is using Seiko batteries, else make sure they are installing Energizer only - these two batteries will not leak in your movement. Avoid other batteries at all cost, many of them will leak and ruin your movement.
3). If these solutions do not work, and you have not had your watch serviced in the last 3 to 5 years, you need to service the movement. See the aforementioned parties to begin the process.
4) If your watch is water resistant, and/or you plan on wearing it in the water, make sure to have your watch water tested by the appropriate aforementioned professional to ensure it will withstand proper dynamic and static pressure at the appropriate depths.

I'd have a look on ebay as well for a watch that is not working. Of course it does depend on the part you are looking for. I am also wondering if the inner parts for another Lorus mickey moue watch might fit, but maybe you don;t wish to change it out from the original.
CHARGE means you have to charge the watch. It depends on what type of movement you have. If it's solar powered, you need to leave your watch under the light to charge it. If it is battery powered - you haqve to buy the new battery and fit it.
