First, make sure the unit is level. If so, you have a blockage or kink in the drain tube. Careful inspection should reveal any blockage, & you may be able to poke it thru with a piece of coathanger wire. Don't use excessive force, any block should be easily freed.

In each of these cases I would check for proper connection of the return air vent to the A/C from below. Static pressure from insufficient return air could cause negative pressure to hold back on condensate drainage. when the unit is shut off the pressure becomes equal allowing water to drain. Also check air filter and clean if found necessary.
