I have manually grabbed the rollers and pulled as I turn the dial. Sounds like there may be debris inside, keeping it from turning? Let me know if that works!
Seems like the bearing on the side of the roller has gone bad. If there is a dirt gone deep inside, it is hard to clean it. It can also go bad if the roller hits the uneven surface like the transition strip between carpet and tile. It can unbalance the roller causing it to go off its axis and get misaligned. This is the roller for the Hoover Elite Rewind http://www.ezvacuum.com/hoover-93002124-brushroll-for-u5509-u5511-u5512-elite-rewind-p-3607.html
It is not likely to be a belt problem. I would remove the belt and brush assembly, turn the vacuum on, and see if it is still loud. If it is, the motor fan is broken and will need replacement. If it sounds normal, the problem is in the brush assembly. Examine the ends of the brush for damage or play in the bearings. The brush may need replacement ( part # 48414081 )
Depends on how often you use the vacuum, but I don't think the salesman is too far off the mark. Personally, I'd stay away from Hoover based on feedback I've read from others about poor quality.
Sounds like the brush roller is worn and making noise, take the complete vac to the repair shop for service. I've seen this cause damage to the front nozzle housing as well.
