I have cancelled many things on Amazon, but not a digital order. You should be able to go into your Amazon account and cancel that order. I don't know how they would even process a kindle book if you don't have a device.
It may be that you accidentally ordered it twice, and they've just canceled the second order. Check in your Amazon account (Your account-Your orders-Digital orders) and see if you've actually been charged for this book. If you have, and it's really not available for downloading to your Kindle or already on it, contact them through <https://www.amazon.com/gp/help/customer/contact-us> with the dates you ordered and paid for the book. I've always found Kindle customer service swift, competent, and fair in adjusting errors.
