icloud locked is a personal security code not apples and apple will not be able to help you what you bought is a parts ipad

Not so fast there apple master. IPod's and iPads can be unlocked from the cloud and returned to a usable state. It requires the opening of the IDevices and crossing a couple of pins, what pins to cross depends on the model number, give me the model and I will get you a step by step guide

For the second question, here's also a guide to help you back up iPad music to iCloud.

How do I get started on my new ipad?

At what point is it not working? Are you pressing delete and they won't go away? When you press delete, does nothing happen? Do they disappear to begin with only to reappear later?
