I believe that you need to ask the ordering place that took your order for a return order, if they do not give you one then next would be to let pay pal know that they will not cancel, and let pay pal deal with them, most do not like to hear that you have talked with pay pal

Did you remove the USB cable? As long as there is an USB cable in the camera, you can't power it up.
Then you still have to check if the battery is still in good order. Batteries do have a limited time of life. And you only can be sure it is charged, when it works in another (same model) camera.

I would remove the batteries, wait a few minutes, and resinstall the batteries. That should reset your camera.

Make sure that you are installing a fresh/ full charge battery
Here are the steps:
1. Make sure you will install a new or fully charged battery/batteries into your camera.
2. Clean the battery contacts.
a. Remove the battery/batteries and the memory card from your camera, then wipe the battery contacts with a soft, clean cloth.
b. Reinstall the battery/batteries into your camera
3. Without the memory card,turn on your camera.
4. Pls test with an alt. batt.
If you do not have access to a dif. battery.
Pls. take the batt out of the camera. Insert the charger into the unit from the main socket and turn the camera on. If the camera works you will need to replace the batt. If not you will need to order a No power repair.

Well, just wait and see I guess.
Did you explain that you read about it 'not, erm, turning on', after you had been caught in the bidding frenzy? I know it's a 'gentleman's agreement', but personally I would have cancelled the sale on account of that.. but that's just me.
I'll see what else I can find online about the camera, (maybe it can be flashed with firmware or something), as well as going through the manual with a toothpick.

I liked you're picture with your child, it made a nice change from the faceless icons I'm used to :)
