You didn't count your tickets (not much to count - 1, 2) when they were (it was) handed to you? Your bad. Now they have NO way to know whether you got the right number of tickets or not, and so of course they're not going to give you another one.
Your second ticket very probably didn't win, anyway - lottery tickets nearly never win, which is why people who buy lottery tickets tend to have a lot less money than people who don't buy lottery tickets.
