yes,

seal is stuck.

open it with a screwdriver.

then, the side that is stuck, take a plier and remove the metal clip closest to the motor. with pliers again, unstuck the tube that is most likely stuck and remove one side of it. blow into it with your mouth. not too hard.

when unstuck, you can blow and **** air... you should feel and hear the diafragm work fine.

close it up and voilà.

I am not quite certain what your question is - I assume you are looking to find the same type of shoe at the lowest price. Walmart currently (June 24th, 2011) has them on clearance for $18.00 a pair - from what I've seen, that's a pretty good deal!
