Sounds like and injector problem to me. If it was a 2 stroke I'd tell you to pull the carbs and clean them ,but EFI is a whole different story. Most certaintly a fuel problem, most likely injector related, you'll most likely need to go see a marine mechanic with the proper equipment to analyze, rather than start replacing parts you may not need.

I would check your fuel lines from the tank all the way to the fuel pump. It seems that you might have a pinched line somewhere. You can also bleed the fuel rail with the schrader valve on the end of the rail. If that wont fix it then you probably have a weak fuel pump.

Check the vent on the fuel tank. That's most common. Second, check the fuel filter.

maybe try replacing the fuel filter. it is possible that it has sediment in it and needs to either be cleaned or replaced (depending on the way it works)
these marine engines are difficult to work on, you may consider taking it to an actual shop to get it fixed
