I need to update my ipad mini to 9.3 to run an app. I get the error message that the device is not connected to the internet but it is !!

Good morning to you.
what I do to ensure that my mini pad is connected is to be near the router and:
  • I go to settings and look at the Wi-fi and see if my service provider is there
  • then I see if I can open a newspaper, I use that web paper to find out if I am connected
  • if this works I know I'm connected.
  • if that does not work I go back to settings
  • and Wi Fi that opens for available connections
  • choose your connection
  • write the password on the password line
That procedure helps me.

Ipad mini A1432, I changed the motherboard, display lights without light

You probably know this as you are able to replace a motherboard. The question is confusing. It sounds to me as though your saying your display light either stays on or comes on randomly, this is either a fault in the wiring or the soldering. You will probably have to go back inside the pad.

Go into the manual, and reset your net gear router. There is a procedure for (almost) every router, to reset it. Then you can reinstall the new security with a new password. You don't need a password, because it is an hardware action of something. Be aware all things that were connected, have to be connected again with the new settings.

To reset it without having the screen lock code, you will have to find a computer that you can put iTunes on in order to hook up your iPad and reset it.

You will need an Apple ID to fully use your iPad Mini. You will usually be prompted to enter your Apple ID when trying to purchase content, install apps or update apps.

You can visit https://appleid.apple.com to set up an Apple ID or I also believe you can do it from the device itself.

Does the I pad have to be hooked up to internet to turn on?

No, the iPad absolutely doesn't have to be connected to the internet. It's a great device to view the web and email on, but all of it's data and applications is stored on the device it's self, so you can use it anywhere, even if you don't have an internet connection.
