When you are sure you did not make any error with your login and password, the only one to help you is Apple. When your iPad (mini) is locked on the lock screen and nothing helps, not even resetting and log in again, take the iPad to an Apple store. Take the iPad, your invoice of the iPad and identification, to prove it is your name on the invoice and ask them to help you resetting the iPad.
First try resetting, by pressing the home button and the on / off switch, till the apple logo appears on the screen. Then try logging in with the Passcode or the password you gave Apple when you did setup your account. Could be a different (actually it should be different) from the e-mail account your account is connected to.
