When the DC filter caps no longer filter out high frequency AC, that AC will be fed through out the circuits and cause damages such as the inverter frequency will be running at the wrong frequency and caused overheating.
The service manual does not show the sch of the power supply/inverter board because it is not designed by Viewsonic.

Yes there is... You are going to need a VGA cable and an 1/8 audio cable (for sound)

http://support.dell.com/support/edocs/systems/ins1520/en/om_en/pdf/UX8623D.pdf - On page 29 it shows a picture of the right side of your computer. You will hook the VGA cable to the VGA port (Number 8 on the diagram).
The on your tv you will hook it up to the vga port as well. Page 7 of the following document shows a pictures of the back of your tv. You will hook it up to "L" on the diagram. Switch your tv over to the PC input by clicking the "Input" button. Then make sure your PC is sending a signal, you might have to hit the function key to switch the view.

well if uses a 3 prong plug to plug it in it may be a ground loop.

try this, goto a harware store and get and adapter to change a 3 prong plug to a 2 prong plug and then plug the monitor cable into that then into the wall.

wait, is there not a power port? if ther isnt, it may be on the vga port where it connects to the pc, it may of got cut off, your alternative is opening up the mointer and wireing a new power port

I fix a lot of viewsonics and there is no diagrams available to the public as far as I know.
It could be your power board or inverter just needs rebuilding.
It may be a bulb, but usually the boards fail first
