I understand these are older but I cant just go buy new ones. Both radios work on their own, meaning each one can ring and talk just not to each other. I have searched the web with no working answer yet. THANKS AnyONE
Take the radios back to a very basic setting with all special features turned off. If the radios have a Qt filter check to see it is turned off, and set your Code to zero (off) on both units. Also, check to see your battery is good in both units. Trade the battery with a known good radio to see if the problem moves to the other radio, is a simple test.

After powering up the printer, press Menu, * key, # key (do not hold them, just press and release). You should see a secret menu, the first option being "Serial number". From there, I scrolled down to Network menu -> NVRAM reset to reset the network card. There also seems to be a Utilities menu which allows a full system reset.

I had the same problem with this printer. I tried cold resets and flashing the firmware on the printer and still came up with an IP of 0.0.0.0 and the printer still set to manual. Here's what worked for me.
When flashing the firmware the first time, I only had the usb connection from the computer to the printer. After a few other attempts, I tried flashing with the usb cable connected AND the network cable connected from the printer to the wall port. After this the configuration page gave me DHCP and a brand new IP Address.
Here is a working link to the firmware for Windows.
So just simply have the network cable connected while flashing the firmware on the printer, hope this helps.
SOURCE: How do I factory default settings
The router's admin page is http://192.168.1.1 or http://192.168.0.1 and
the default password should be either "admin" or "password" without
quotes. There should be a choice under "Setup" called "Factory Reset".
That will erase the settings and reset it like new.
Alternatively, you can follow the procedure as given below on all the brands I've tried (Belkin, D-Link, Linksys)
1. hold the reset button for 30 seconds (don't release)
2. unplug the power (still holding reset) for 10 seconds
3. plug power back in (still holding reset)
4. hold reset for another 30 seconds - the lights will usually begin flashing in some odd pattern
5. release the reset button
6. wait 1 full minute or until the lights stop flashing
7. unplug the power for 10 seconds, just to do a reboot
8. verify the settings (e.g. SSID) are back to the defaults

To set the code for a channel:
1. Press Menu until the CODE number begins to flash.
2. Press the + or - to select the desired code.
3. Press the PTT to save the code.
Note: You can set a different code ofr each channel using this procedure.
Zero (0) equals OFF.
If you continue to have problems, set both radios back to a very basic setting with all special featured turned off and see if you can communicate. Then add the desired features back in one at a time until you have what you'd like on both radios.
Best regards.
Reset to Factory Defaults (Pg. 34)
Reset to Factory Defaults will set back all radio
features to the original factory default settings.
To do so, press PTT, SB2 and SB1
simultaneously while turning ON the radio until
you hear a high tone chirp.
