I have this problem as well.. All washing machines manufactured nowadays are energy effficient, which means that they don't use as much water as the older models. This can result in a build-up of bacteria in the top part of the washing machine, which is clogging up the bit where the water comes through to flush the fabric conditioner into the drum. What I have to do every so often, is to take the top off the washing machine and clean out the layer of black slime that has built up, blocking the holes where the water goes into the washing machine. Another contributory factor is that the usual program used is a 40 degree wash, which is not hot enough to completely flush the machine through. Manufacturers recommend running a 90 degree wash once a month with just washing powder in iit, no clothes. Hope this is some help

What mode are you starting this machine in ? I know this may sound silly and I'm trying to determe if this is a machine fault code or something else.

My Whirlpool washing machine is not stopping after completion of wash cycle instead it is repeating the cycle again. It is not consistent, but out of 3 washes 1 wash is happening that way...we are manually stopping machine by gaurding carefully when timer shows nearer to completion.

Try cleaning inside the the machine where the soap dispenser drawer fits into. Sometimes this builds up with lots of soap and fabric conditioner residue and stops the conditioner from going through.
Take the drawer back out and look inside where it goes to see if there is a build up of soap etc...

The only time the lights kept flashing on my Hotpoint machine was when the outflow pipe going into the ubend was blocked,
Check for blockages, but make sure that you have a bucket or pan ready to collect the water flow.

I'm being serious as ive had same problem but try spraying a bit water in the back of the big programne dial as i believe when that gets cligged with dust it doesnt quite stay on the number so it bleeps as it thinks you are moving it. You will feel the difference how easy it is to turn after a clean too
