Hi there it sounds like the set needs a new frame ic and capisitors it would need to go to a repair shop as it is beyond your skills all the nest Bob

replace the vertical ic, LA 7833 and four capacitors near it, i encountered this last two days.change the parts and it ok now.
cost of this parts is about $20.00

I do not know of any possible address changes that can be made but the easiest solution is to put a piece of opaque tape over the IR eye on the device you use the least, the problem being that you can no longer remotely control that device.
The next easiest is to move the secondary device out of the line of sight and then just aim the remotes at different locations.

The Vertical circuit is going out. A leaky capacitor is causing timeing problems with the vertical height and retrace. Adjustments may seem to help, but they will noot last as the part is failing and will get worse and worse until it goes out all together.

It will need to be repaired by a qualified Tech.
