The printer is not getting detected by the computer. Instead of reseating power cord try to connect the usb cable to another port at the back of the computer tower.
Turn off the printer and then restart after 1 minute.

Turn on the Canon MP 530 printer by following the steps below
Interrupt the connection between the printer and wall outlet by removing the power cord.
Leave the printer aside for next 10 minutes.
Bring the power cord connection back to the printer and make sure that you connect it to the wall outlet directly and not by using any socket box.
The printer turns on automatically after the connection.
If the printer is not turning on, then try to repeat the same steps by connecting it to a different outlet.
If you have an optional power cord, use it along with the printer.

Some printers require time to turn on. These printers may or may not give feedback in the form of blinking light(s). Wait up to a minute for the power light to come on before proceeding with the steps below.
Instructions
If the printer uses a power adapter (module), follow the instructions below. If the printer uses only a power cord, see the section below entitled “ If the printer uses only a power cord .”
If the printer uses a power module
Follow the steps below to ensure power is properly supplied to the printer:
Check the power module part number against the part number listed in the User’s Guide to ensure the proper power adapter is being used.
Disconnect the power cord or adapter from the wall outlet.
Disconnect the printer data cable from the printer.
Disconnect the power cord from the printer, wait thirty seconds, then reconnect the power cord to the printer.
Disconnect the power cord from the power module and reconnect the power cord to the power module. This may not be necessary if the power module has a permanently attached power cord.
Reconnect the power cord directly into a working wall outlet. If the power cord was plugged into a surge protector or power strip, plug the power cord directly into a wall outlet instead.
NOTE:
"The HP Photosmart 8100, 8400, and HP Deskjet 6000 series printer power cords feature a green LED built into the power plug. If the LED is not glowing, the power module may have failed. Proceed to step 7 below.
If the printer still will not turn on or the power LED built into the power cord is not glowing, plug the printer into a wall outlet in another room. If the printer or power LED turns on when connected to an electrical outlet in another room, there is a problem with the power in the original room.
If there is still no power to the printer, then the power module, cord, or printer may be defective. Try the power module/cord on another HP Deskjet or Photosmart printer, of the same model if possible, to see if the power module is functioning. If the power LED is still not glowing, the power module may be defective. Replace the power module and cord.
If the power module/cord works on the other printer, then this printer is defective. Service your printer.
If you cannot determine whether the problem is the printer or the power module/cord, or if another printer is not available to test with, replace the power module/cord first. If this does not resolve the issue, service your printer.
If the printer uses only power cord
Follow the steps below to ensure power is properly supplied to the printer:

Inspect the power cord for visible damage. If the power cord is damaged, replace the power cord first. If this does not resolve the issue, or if the power cord looks fine, then service your printer.
If it is not getting any power at all, only one of three things: cord is fried/dead; could be the outlet, try something else in the same socket; or, the board in the printer is dead. 1.Press the POWER button to power on the printer The device has a <POWER> button.
Connect the power cord from the printer to the electrical source. Press the <POWER> button. Wait until the device has completed its cycling process before submitting a print request or completing installation.
Disconnect the AC Power Adapter or power cord from both the device and the electrical source.
Then reconnect it.
If you are still unable to obtain power to the device, try another power outlet.
If possible, try connecting power directly to a wall outlet (as opposed to using a surge protector or power strip...just as a troubleshooting measure).
HP makes a couple of different power cords for the PSC 1210 and their other printers. First make sure you are using the correct power cord (Amperage and voltage). Unplug the power cord (from the wall and the printer and from a power module if you have one). Leave all of the sections unplugged for at least 15 seconds to reset the power module/printer.
Next connect the power cord to the wall outlet and to the power module if present and check if the LED (if present lights up). If it doesn't try another outlet. In either case, check what the outlet voltage/amperage is at the end of the power cord with a multimeter (before you plug it into the printer). If you have a power module, then check the Amperage (it will be a DC current out).
If you are not getting the correct voltage and amperage out or the LED doesn't light (with a known good outlet), try a different power cord/module. You can order these from HP.
If you have the correct power at the cord, plug the power cord into the printer and attempt to turn it on. (Press and release the power button.) If the printer still doesn't come on, the unit needs service. Contact HP if the printer is under warranty. Decide if it is worth fixing if it is out of warranty.

If the device is not functioning properly or to clear memory, reset it. On the operator panel, press and hold the <ON/OFF> button for one second. (The display will go blank.) Note: It may be necessary to unplug the power cord if pressing the ON/OFF button does not shut off the printer. Wait approximately ten seconds and then press the <ON/OFF> button again. Wait until the device has completed its cycling process before submitting another job request. Turn the machine off, and remove the power cord from the electrical outlet. Wait approximately ten minutes then plug in the power cord and turn the machine on. If the problem is not resolved, the machine may require service. Below you will find my recommendations for troubleshooting this issue:
1. Reseat the power cord and verify a good power source.
To reseat the power cord, follow the steps below:
1.1 Power down the system. 1.2 Unplug the power cord. 1.3 Wait approximately one minute. 1.4 Reseat the power cord. 1.5 Verify that the power cord is plugged directly into a known good power outlet.
2. Verify that the monitor is receiving power from a known good outlet and bypass any power strips.
To test the power outlet, perform the following steps:
2.1 Unplug the monitor power cable from the power outlet. 2.2 Plug in a different device, and verify that the device is operational. 2.3 If there is no power try another outlet. Remove any power strips and try plugging directly into the main power outlet.
3. Verify the monitor is powered on and the power button is engaged.
Ensure that the monitor is powered on and that the power button is fully engaged. To do so, check the power LED on the front of the monitor; it should be lit.
NOTE: There are two types of power switches: A mechanical switch characterized by a long travel. You have to push it further and you will hear an audible click. An electrical switch that has a short travel and almost no click.
A lit monitor LED can be any of the following:
* Green * Blinking green * Yellow * Blinking yellow * A combination, such as alternating green and yellow
Any of these states indicate the monitor is receiving power and that you should proceed.
4. Swap power cables.
To try a known good power cable on the monitor, follow the instructions below:
4.1 Turn off a working monitor. 4.2 Unplug the cable from the back of the working monitor, and unplug the cable from the wall. 4.3 Unplug the cable from the monitor in question. 4.4 Plug in the cable that came from the working monitor.
5. Run the monitor self test.
To run the monitor self test, perform the following steps:
5.1 Power off both the computer and the monitor. 5.2 Unplug the video cable from the computer or video card. 5.3 Reseat the power cord to the monitor, ensuring it is plugged into a known-good outlet. 5.4 Power on the monitor.
NOTE: The monitor self test will move around on some monitor models. If the monitor self test moves, allow it to move to the affected areas of the monitor to check for the problem described.
If the Self test failed, it's possible that the monitor is faulty. Contact dell to check if it's still under warranty so they can replace it.
1) With the printer powered off but connected to a power source, press
the Power button while pressing and holding the Stop/ Reset button.
2) When the Power LED is lit, press the Stop/Reset button two times while pressing and holding the Power button.
3) When releasing the Power button and the Stop / Reset button
(regardless of order), the printer will move into a service mode.
(Waiting for menu selection)
4) When the LED lights in green, press the Stop/Reset button 4 times.
Try the printer in a different outlet (other side of room, or similar, not same power Jack)
If you have power here, your issue is likely the outlet, not the printer.
If the power cord has an "on" LED, check to see if it is lit up while plugged in.
If you have an LED with no light while it is plugged in, you are looking at a power adapter that is no longer working
If there is no "on" LED to check, your next best bet
is to take your printer and power cord to a store that sells printers,
and ask if you can "try" a new chord before buying it. (most stores
will allow this to keep customers happy)
You may also want to check with the manufacturer if the chord is found to be bad, as some will send replacements free of charge.
The last option is that there is an issue inside the
printer. This is not likely, though it is possible. Most printers have
an external power adapter that keeps any power issue outside of the
printer, but I can't tell from the Canon site if this printer has one
or not. (It would be a black box between the plug and printer.)
This can also be checked by "testing" a new chord at a store. New chord, still no power, internal issue.
If this is the case you will want to contact Canon if the unit is still under warranty.
