The burners are designed to cycle on and off, it is technology that helps to keep from burning food. If you are using the correct pan to burner size ratio and high setting on your burner, the water should boil in the normal time. Don't watch the pot (just kidding)

it is posible to have a presostat(presure gauge) for prewash and this is damaged(bloked) and another for wash, this may be positioned on a main board or in another place. i don't thick you wil fix this problem whit out the qualified personel. also can beanother problem and for this you must call an specialist.

SOURCE: prewash valve won't shut off,getting
Almost certainly the fill sensor is faulty (Little round device with a plastic pipe coming off the bottom). You may find that simply pulling off the tube, blowing down it and then re-fitting it fixes the problem. If not, you may have to replace the sensor
