Swapped plug from cold water valve to hot water valve and it flowed water without problem. Put the plug back on for the hot water solenoid and all I get is click and humm when the solenoid is being selected. What is up stream from the solenoid electrically? ***UPDATE*** Well, $131 dollars later and a new PWB and the washer is back to running normal. Turns out that my suspicion was right. The PWB was not providing the signal to the hot water solenoid.
Is the water off perhaps.Fact the solonoid hums sounds like it.
Testimonial: "Perhaps I should have prefaced my question with a bit of background. I am a retired veteran with over 40 plus years of electronics experience. The first thing I swapped out was the solenoid, after checking both the debris screen and the water flow from the hot water feed line. I was hoping that before I went after the PCA board that someone might have had experience on the circuit level so I could go after the component versus the card (since they aren't manufactured any longer). Since the other solenoids are working and they all share a return line (daisy chained) to the PCA, I figure it has to be the control signal coming from the board."

where your water lines connect there is a sc reen inside and if it is clogged with rust lime and or mineral deposit. it needs cleaned out. you can pull it out with a ice pick or something pointy. Check your screen first and if that doesn't fix ya then yes replace the unit.
SOURCE: Washer Fills HOT WATER ONLY
If you checked the screens at the water inlet valve and they were not clogged, then you probably have a defective water inlet valve and will have to replace it. Hope this helped.

The hot water fill valve was replaced and not it seems to work well!

Check 1st if water is flowing well from the hose. hold it over the sink or bucket/if not could be faulty water valve..Put valves back to original as hot may have a reducer to cut down pressure hence the pulsing that you say...

if you have normal pressure just past the hot valve solenoid, check at the entry way to the dispenser at top of the tub where it enters or thye bleach dispenser door for a kinked or collapsed, hoses that handle hot water collapse (internally and you cant see this from outside the hose) after time
