Have you tried contacting PayPal directly ... by phone or email to have them help you with this question ?
You can get PayPal's contact info from the PayPal home page ... (before you log in) ... look for and click on the "Help & Contact" link at the left end of the very bottom of the page.
Then click on the "Contact Customer Service" link on the next page (top right) .... to bring get more info/options on how to contact PayPal.

You must be setting up Premier and Business accounts.

Registration

Visit the PayPal site to review the account types (personal, premier and business) and the terms of service.

Verification

Linking Accounts

PayPal gives you the option of linking your credit card or bank account to your PayPal account, after verification.

When someone sends funds to your PayPal account, you can leave the money there for future use, use it to shop or make payments.

If you prefer to keep your funds separate, you can make deposits to your PayPal account from your regular bank account.

Upgrades

You may need to upgrade your personal account to Premier or Business if you need to accept credit card payments.

PayPal charges Personal account users fees for receiving money from credit card payments.
It also limits your total monthly transactions.

How to set up my paypal account and so i can transfer money from my bank account into my paypal when i need to

You don't actually have to transfer money into your Paypal account from your regular bank account in order to pay with Paypal.

Just make sure that your linked bank account is confirmed as your PRIMARY FUNDING SOURCE in your Paypal account PROFILE SETTINGS.

Then whenever you make a purchase using your Paypal account, the necessary funds will be drawn directly from your regular bank account automatically by Paypal.

If you already have some money in your Paypal account, then Paypal will automatically use that money first, then take out whatever remaining balance is necessary from your Primary Funding Source bank account or credit card.

So in short, you don't have to worry about putting money into your Payypal account in order to make a purchase. Just make sure you have enough of a balance in your bank account or credit card to cover it and the money will be transfered automatically by Paypal, as long as that account or credit card is set as your Paypal Primary Funding Source in your Paypal account profile settings.

If you want your payments for purchases to be withdrawn from your AMEX card, then you must go into your PayPal account settings and make it your PRIMARY FUNDING SOURCE.

In order to change the Primary Funding Source for your account, do the following:

Log in to your PayPal account.
Click Profile near the top of the page.
Click Credit Card under Financial Information.
Select the card to update (AMEX) and click Make Primary.

I'm from the Philippines and I always want to buy online but the problem is i don't have a Credit Card and Debit Card. The only thing that i have is Bank Account. So i can use PayPal? How?

Hi there,
Paypal uses funds that are added to your Paypal account or withdrawn from your bank account/credit card/debit card.
If the only thing you have is a Filipino bank account (BDO, RCBC etc ) you can withdraw funds from the bank account to your Paypal account.
To do so, you must first add your bank account to your Paypal account by going to Paypal, where it says My Account > Profile > Add or Edit Bank Account.
Here you enter your banking details as required, Paypal will make sure that it is your account by depositing a small amount of money to your account (takes 3-5 days) and then asking you to verify that amount before the bank account is confirmed and linked to your Paypal account.
After you've linked your bank account to your Paypal account you can then withdraw funds to it by going to My Profile > Add Funds. This process also takes 3-5 days to complete.
The funds withdrawn to your Paypal account from your bank account will now allow you to make instant payments with funds direct from your Paypal account.
Alternatively if you make a payment for anything you buy online and wish to pay with your Paypal account and don't have any funds, Paypal will deduct the funds from your linked bank account. The process usually takes 3-5 days to complete.

On the "Transfer Funds" page, make note of the processing time. It usually takes 3 to 4 business days for electronically transferred funds to become an available part of your PayPal balance.

You can have immediate access to the funds in your bank account through PayPal if you link your bank account with your PayPal account. With your account 'linked' you can have a $0 (zero) PayPal account balance and still make purchases with PayPal. PayPal will automatically transfer the funds from your bank account (through PayPal) and pay for any purchases made with PayPal. And, your PayPal account will still remain at $0.

I want to send my paypal account to another Email account

Each e-mail address is the ID to one and only one PayPal account.
You will need to create a new PayPal account with the new e-mail address, go to the old PayPal account, detach all the bank accounts and credit cards you have on that account and them register them in your new account.
If you have PayPal credit and debit cards attached to the old account you'll have to contact PayPal directly so they can move them to your new account.
