I recommend connecting your sound bar to your dish receiver as well as to the television. Play around with optical and RCA to see which one you prefer the sound of. The television isn't always the best center channel so you might find that you like this set up better with the dish receiver connected directly to the sound bar. Then you can shut of the television speakers. Some people turn the television speakers back on and leave the sound bar off for early morning breakfast news viewing. Not being sure which dish receiver you're using you might have to indicate to it how you wish to output your audio, or all outputs might be outputting at the same time all of the time.

If no lights at all come on, then the sub is completely dead and probably needs to be replaced.
