Walked over 3 hours on the beach and didn't record steps
Are you saying that it records wherever else you walk, but not on a beach?
If so, it is probably due to the way the Fitbit works: The Fitbit reacts to the shocks of the jogging motion when your foot hits the road. On a beach, this is cushioned by soft sand and the shocks are not so strong.
I've walked on a beach with mine, and it worked - you need to know if other wearers suffer the same way. Consider also your weight and speed - if you are small/slim, the shocks may not be great enough whilst on a beach.

OK I couldn't find the owners manual for the original posters unit however I did write to the manufacturer so I will keep you updated on that. So basic pedometer trouble shooting. If you replaced the batteries you have to reset all your settings including your stride length. make sure the unit is not hanging off where you click it as irregualr movements will mess up the accuracy. also ensure the unit is upright at all times. Afraid not, you will need a new cell phone. Salt water is conductive and some or most of the active electronics componentsin the cell phone would have shorted out, especially if the cell phone was switched on at the time. It is beyond repair.
If the cell phone is insured, then you might be able to make an insurance claim.
