Depending on what you are trying to reset. Most Rheem outdoor condenser units have a red reset button located near the copper refrigerant lines. This button is used to reset the high pressure switch. This switch is a safety for the compressor which protects it from running high head pressure, in case of a condenser fan failure, restriction is the discharge refrigerant line / condenser coil, etc. More information like a model number, serial number, is the unit not coming on, etc.

Build some kind of barrier outside so the wind doesn't hit the vent. A piece of plywood before it or a big box around the vent. There is a pressure switch that the wind is messing with. It is a safety and necessary for the furnace to run properly.

Either the fan motor is going out OR the compressor may need a boost of power from a quick start.
When the compressor gets old, sometimes it requires a little extra power to get it going.

Check the circuit breaker(s) for the outdoor unit. Then set the thermostat to make the unit come on and see if the contactor pulls in. If it doesn't turn the fan switch from auto to on and see if the indoor fan comes on. If not your transformer could be shot. If the contactor pulled in on the outside unit check the capacitor for the fan and compressor.

Due to very low ambient temp, the fan will not run. Once the pressure build up, it's automatically run for some time and again cut off. But if you keep Heat mode and still tem not raised in your room means the reversable valve not working and hence the compressor and out side fan also will not work. Keep "Heat" mode and temp setting +29 to get better heat. Hope is it helpful?
