When I try to raise or lower the volume, it just quickly flashes the HDMI 1080 screen
Do a reset to this TV, and then check. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here. SOURCE: Volume and menu does not display
I had this problem on my Aquos (LC-46D62U). It was NOT a hardware problem. I recommend turning off the television. Next unplug the television for 5 to 10 seconds. This resets something for the television. Plug it back in and turn on the television. You should now be able to get your volume and other on-screen displays.
Check if the remote is in TV position, that is, because most of the remote controllers have the feature that you can program them for use with another devices. Make shure that one button that says "TV" in pressed and released once before you try to change any function on the TV.

"cable box to tv is hdmi cable"
Everything I've read on the web says cable box to tv connection must also use component (rgb) cables. The error is coming from the cable box (STB). All the Scientific Atlanta (SA) cable boxes seem have this Digital Rights Management (DRM) bug and the only way to be totally rid of the error is to replace the digital connection from box to the TV with an analog connection.
SOURCE: volume control not working
Most of the time one of the switches under the control buttons are bad on the control panel of the TV.
