I don’t know if it is possible with a USB with Windows image on it to repair, then it should be a bootable USB and the nextbook should be able from bios to boot from it.

1. Insert a Windows 10 or Windows 8 DVD or a flash drive with the Windows installation files on it, into your computer.
   
   Tip: You can borrow someone else's Windows 10 or Windows 8 disc (or other media) if you need to. You're not installing or reinstalling Windows, you're just accessing Advanced Startup Options - no *********** or license breaking required.

1. Boot from the disc or boot from the USB device, whatever your situation calls for.
2. From the Windows Setup screen, tap or click Next.
3. Tap or click on the Repair your computer link at the bottom of the window.
4. Advanced Startup Options will start, almost immediately.
5. Select system restore and press suitable restore point created before windows update and go next to restore the system

You prob don't want to disk anything. I am assuming that since you cannot get to the command prompt, you are not proficient enough to perfom this task. However, with earlier versions of windows you can press the f8 key before the logo appears and get the command prompt / safe mode menu.
