Question about Televison & Video
You still have a short to ground on your power board
replace the fuse with a resettable circuit breaker and start looking with your oscilloscope or, multimeter for a high amp drain that was blowing your fuses

Don't use a resetable breaker or you will damage the power supply more than it already is...take a 60 watt light bulb and wire it across the fuse, that way you won't damage anything else on the board when trouble shooting it. Almost all power boards are the same on the hot side where your issue is at...1st thing to test is the N channel MOSFET transistor, generally this transistor is on the heatsink close to the large cap on the board...and see if its shorted from gate to drain..if its bad replace that first, next thing to check is the driver transistor for the gate of the MOSFET, if its bad and I think it will be replace it, now look at the larger low resistance resistor across the drain of the MOSFET, it may be open, then double check all the other parts you installed in the kit, pay close attention to the zener diodes to be sure you didn't put one in backwards..power the board back up with the light bulb and if you have it fixed the light will come on for a second then go off, if it lights bright you still have issues but this way you can work on the board without damaging it...Good luck...another fix would be to order a new power board.

SOURCE: System won't power up
Based on your description, we can limit the fault to the power supply board and in particular to possibly 3~4 components:
As Jaime867 has suggested, in the absence of a readily available replacement board, component level might be the best alternative at the moment. Having posted the most likely culprits further narrows down your troubleshooting. Could you pls post back the part number of the smaller IC either 4 or 8 pins?
Alternately, pls check for the presence of a VDR, it would look like a coin (often green in color or something else) with 2 pins. They have been known to short out also and cause fuse to blow. One possible indicator is chipped or flaked of one side or a hairline crack on top. If it is chip, there would be a silvery color on the inside.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
Good luck and kind regards.
Thank you for using FixYa.

Then you have a shorted regulator circuit. the best bet is to replace the power supply board itself. The part number is 313815864961. Please take a few moments to rate my answer, Thank you.

That chassis is famous for the CL031 box capacitor burning through the board often if the hole is large enough the entire deflection board may need to be replaced as alot or arching can cause a surge to run through the deflection circuits, So replaceing the deflection board as a unit may be the best bet.
