I have a George Washburn J4/HB, can it be played as an acoustic without plugging it in?

Sure, if you want! It may sound a little "tinny' i.e. lots of treble, but a have two different hollow body guitars that I'll strum, or whatever.
Having said that, the guitar was designed with the idea of plugging it in. But it's your guitar, so rock out!

There is a battery compartment in the EQ, 9 volts some of them have a battery test lite , not all no need to charge just replace it.

Washburn is a name brand so it should be easy to find the replacement.

Is there any way to make the hb15tsk louder acoustically,I love the guitar.

In a word, NO. Changing type of strings might make it a bit louder, however the sound quality would drastically change if it does. Best to leave alone... Get a small amp, portable battery if needed... OR there are headphone amps that are designed to be used for practice.
