SOURCE: electrical problem
Find the ground wire on one of the lights and add another ground wire to a good clean metal surface and see if that fixes the problem. It defently sounds like a ground problem at one of the lights.

Im Not Totaly Sure But Most other Makes & Modles Ues 2 Seperate Signal FLASHER Units
Your Owners Manual Should Show this As Turn Signal "FLASHER" Located At or Near Fuse / Relay Box This is ASUMING you have Checked The Fuses and Relays

It is your flasher module. It is on the backside of the fuse box under the dash. You need to remove the panel below the steering wheel, above the peddles. The replacement part number is 10383321. Once you have the panel off it just pulls out and replace it with the new one. I got one on ebay for about
$30 shipped.

Sound like the turn signal switch is bad, also check the harness if you have an aftemarket tow hitch.
