It's not a 100% match, but this video showing dis-assembly / troubleshooting another Rowenta iron will probably get you to where you need to to replace the part (and might allow you to see if it's just a disconnected/broken wire and save the $17 for the part!)
Yes the iron needs to be cleaned. They do have a descaler to clean. the Steam valve with a electronic switch is broken, that is what opens and lets the steam out of the iron when you press the button.
Google Rowenta repair Centers.
I've looked up parts for this iron. Sorry to say the steam button is not listed. The button may be able to be repaired at a small apliance repair center, but I do not know what the cost would.
test the 1) fuse heat and replace it 2) test the board if there are voltage , if there are the board can be faulty or repair. 3) see your instruc. manual go to the section troubleshooting and see what is wrong. God bless you
given the potential danger, and relative low expense, would you just consider trashing this and buying a new one? I don't intend to sound short or sarcastic....it's just with the burning smell I would prefer you either return it for refund, call the manufacturer or trash it for a different iron. Looking at epinions.com there is a comperable iron for around $40-$50 with 24 reviews and 3.5 stars out of 5. http://www.epinions.com/prices/pr-Black_Decker_D2030_Iron
It appears that your rocker switch is broken, I am attempting to find a source for the switch and the screw driver that removes the screws holding the unit together
