Just installed water line for ice maker & water dispenser; Samsung Model RF28K9070SR/AA water line DEF bringing water in to fridge. Tested w/o filter, still no water from dispenser. Water & ice levers click on push & release. There is a humming sound when I push the water lever but not when I push the ice lever. First try, new unit.
We had the same problem. Our frigerator is 1.5 year old. Everytime we try to dispence water or ice the dispencer clicks and the whole thing turns of. We had a GE repairman come by: the electronic board needs to be replaced: total cost $350. (cost of the board only: $150. We are considering disconnecting the dispencer by unplugging the board (according to the repain man the ice maker wil still work)or buy a new refrigurator (for sure NO GE!!!!!!)

check for a child lockout button it will look like a tiny padlock ,press and hold for 3 sec.(could be the freezer door light switch)

Get part number WR49X10173 from Consumer Relations (800-386-1215. (Free; be sure they understand how long you have had to deal with this issue) ($38+ if you buy part on line)
The part includes instructions to install, but not how to remove the control panel. Here's how: Look from below the panel to observe 3 holes (aprox. 1/8" dia) located in a long narrow depression. Observe that there is the edged of a plactic tab visible partly covering each hole. Use a pointed tool such as a shish-kabob skewer to carefully probe the hole at the right or left end, and carefully pull the control panel forward on the side with the hole you are probing. This will help release the tab, allowing the panel to come off. Repeat for the opposite side.
The instructions with the part take over from here. The part is a loop of wire that provides a bit of heat to keep the area warm, and is held in place by some aluminum tape, then spliced into the red and the black/white wires on the 6-wire harness on the left side of the control. BE SURE the power is OFF!!!!
