This is basically a home type emergency generator. It is anybody's guess as what is wrong. If the covers were off and I was there with a meter I bet I could tell you the problem .

Could be brushes stuck, a bad regulator, or bad exciter diode, depending on the design.

I would look for a blown fuse....
On or in the main box of the welder.

SOURCE: i have a miller wildcat 225g with a onan motor it has no output at recpticals or welder. it has been unused for 5 or more years motor runs great

check power/supply connection

These rigs are notorious for developing bad connections in switches and wiring, as well as getting stuck or burnt brushes in the generator. If it has been sitting for some time, I would definitely do maintenance on the brushes and check switches for rusty or burnt contacts. http://www.millerwelds.com/om/o175104b.pdf

How can I tell the gasless welder is wired positive to earth

Hi.
Depending on the make and model, it may differ a bit from my inverter welder, but looking at mine:
Positive "Torch" cable-socket is red, and
Earth "Workpiece" cable-socket is black.
Otherwise, the way I tested mine (to find out voltage output):
Use a multimeter (analogue or DMM) set to the highest DC voltage scale, or auto-ranging scale.
Turn welder to minimum power setting (lightest rod setting).
While welder is switched on, gradually reduce the meter's DC range until you get a reading (mine read 48V).
The red test-probe to positive socket gives a positive value
[nn.nn V], or deflects meter pointer right, while reversed polarity gives a negative value [-nn.nn V], or deflects meter pointer left.
As the voltage waveform is actually pulsating DC, the AC scale will also give a reading, obviously without polarity indication.

Cannot find an electrical outlet that matches the plug on the welder

Many welders require a current supply which is higher than the standard power outlet rating (15 amps in the US). The plug on such a welder will not fit in the standard socket since it draws too much current.

You will need to call in an electrician.

I have a lincoln power arc 4000 it sat for several years in my shop i tried to use it, the motor runs but it has no power output on the generator side or the welder side. I let it run for about 10 minutes...

I have a Hobart Champion 10,000 welder generator. It runs but I am getting no juice out of it. Won't weld or put out power to run anything.

measure ouput on ALL available sockets - anything?
Take cover off electric motor-generator, visually inspect windings.
Measure continuity of all stator windings (2 or 3 points usually)
Measure continuity of stator thru brushset.
If all measures ok - has to be AVR module.

There is no mistery in generator - just stator to induce and rotor to obtain voltage.

Lincoln Electric Mig Welder-Fuse question

dont know what unit your uncle has but here is a easy test,open unit go to feed motor unplg the connector have unit running pull gun trigger check for voltage at plug ,if no voltage trace wires back (with the unit unplug , for your safety)probably will go to one side of main contactor.restart unit being careful for this is main input power.if no power main contactor is bad .if you have power at motor plug(wire feed motor) the motor is bad. hope this helps your uncle.
