No the FK-170U fuser will not work in a printer that is compatible with the FK-150 fuser unit. I found a Kyocera FK-150 Fuser Unit available on Amazon here: https://www.amazon.com/Genuine-Kyocera-FK-150-302H493032-Kyocera/dp/B00GOO57M2 . Other sites have third-party replacements.
The FK-150 fuser is the correct fuser for the FS-1028MFP, FS-1128MFP, FS1350DN, among others. The FK-170U fits the following Kyocera printers: FS-1035 Mfp, FS-1135 Mfp, FS-1370DN and FS-1120D. There are a few other printers. The design changes means they can't be substituted.

Fuser unit 1. Check that no paper jam is present.
2. Confirm that the wiring connector is
firmly connected and, if necessary,
connect the connector all the way in.

3. If the wiring is disconnected, shorted or
grounded, replace the wiring.
4. Replace the Fuser unit and execute
U167 counter clear (see page 1-3-90).
