First of all check the SIM is active and the phone is not blocked by the original carrier. If it is not blocked and you just want to use a different carrier SIM you probably need an unlock code. Try to get it here https://www.mobileunlocked.com/alcatel

When you set up your voicemail it should have sent you a text with your password. It should be a 4 digit code, maybe the last four digits of your phone number. If it does not allow you access, you should be able to uninstall your voicemail then reinstall and set it up to your preference.
