First make sure your oil pan is installed. Sitting at the machine the opening should be to the right. Turn the table upside down. Then move the rod with the two brackets over the opening in the oil pan. The opening should be just below a part with a roller bearing on it. When the knee pad is moved the rod on the shaft comes in contact with the roller bearing and lifts the lever for the walking foot. The front bracket should be about 1 inch from the front of the table and the long rod centered roughly in the left third of the opening in the oil pan. Use a magic marker to mark the holes for the brackets then pre drill your holes. Test moving the rod because if it is too tight in the brackets it won't move when you move the knee pad. I used the part with the curved rod to make contact with the roller bearing. The part for the pad goes in front. Since there were no instructions and Consew was no help I figured it out by trial and error. Hope this helps.
Bob, I have a Consew 206RB-2 about the same age as yours. I have both manuals and will copy for you. Will need postage and copie paid. Let me know
