I'm Harvet the Master Plumber.
Your question is: You have an American Standard two faucet in my kitchen and the base of the spout leaks at the base. How do you remove it and replace the washers?
Are we talking about an American Standard two HANDLE faucet or one of the single handle models?

All faucets have a hot and cold line input. The single handle units have a mixing valve within the handle. Aside from removing the water lines there is usually some type of connecting bolts for the base plate as well that will need to be removed prior to removing the faucet. Do not forget to turn the shut off valves off at the wall before you remove the water lines.

A little WD-40 was all it took, although it was quite difficult to remove using lock wrench pliars.

Remove the aerator at the end of the spout. It will unscrew and once off it will have a dime sized restricter in it that can be removed this restrict's the water down to about 1.6 gpm to save water.
It will either be plastic or metal and about the size of a dime with a small holw in it to let water pass by maybe 1/8" hole just remove it and put aerator back together.
Clean aerator screen out before you put it back together.
