Raise feeddogs with switch, then turn handwheel one full revolution to re-engage the gear......unless something is jammed, that should do it. Do you have your manual ?

Your machine needs oiling. The feeddogs are stuck. Could be in several places. You would have to remove the back and side covers to get to what needs cleaning and oiling. Especially behind that knob. Just removing the covers is a job so I can't recommend you do this unless your trained. But you can try. Don't forget the screws beneith the machine. But really, there is too much behind the handwheel for a novice to deal with. Maybe see if you can just let some sewing machine oil just run down behind the feedog knob and work it alot.

First of all, the question is: does that machine buzz when it's turned on but without you stepping on the foot control? If so, the likely cause is the power supply board. It is not defective as such, but some boards (whether new or after some period of ownership) do have a buzz, and without question some boards are noiser than others. If that buzz bothers you, the only solution would be to have it replaced with another new or rebuilt one (which would have to be done through a Bernina dealer).
Second is the issue of the bobbin area needing to be oiled after it's been serviced. Assuming when you say it was serviced that it means you had the machine tuned-up, then the dealer THEMSELVES should have oiled this area when they did that service. The bobbin area does need to be oiled on a regular basis (once every 6-8 bobbins' worth of thread usage is a pretty good guide). It would be my opinion that the dealer you took the machine to is indeed feeding you a line (about the bobbin oiling right after service), and I personally would be trying another dealer should you need further service.
