SOURCE: Toro leaf blower has spark but will not start
Check the fuel lines for cracks/breaks. If they are o.k., then:
You
will need to disassemble the carburetor and spray
with carb.cleaner. Make sure the small screen is free of debris.
(Should be able to see daylight through it.) Use a Den Tek Brush, (http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152),
to clean the small portals in carb. These portals can
become blocked. Reassemble and start.

Sounds like a piece of wood is caught under/between the impellor and the case/housing. When removing the impellor, you may find it has a left hand threaded nut.

You must use at least a 12 guage extention cord . Your current cord mostlikely can not handle those amount of amps for long duration of time.

SOURCE: motor on mod 51591 died, nedd replacement
If you're Toro electric blower is slowing down, throwing sparks, or not starting you may need to replace the carbon brushes. Replacing brushes and cleaning commutator early can prevent damage to motor armature!
There are Electric Motor replacement carbon brushes on E-bay for all three motor sizes (7 AMP, 10.5 AMP, and 12 AMP) of Toro Leaf Blowers (Toro Rake and Vac Super and Ultra Blower Vacuums)
