Check and replace the chroma IC. Before replacing it, re solder all the solder terminals to this IC, by applying a little more fresh solder to each terminals.

It sounds that the vertical sweep section need adjustment. But before adjust, you have to replace all the electrolytic capacitors at the vertical sweep output section. There will be 5 or 6 of them. Replace them all at same time, with same capacitance value and voltage rating. Be sure about its placement, as electrolytic capacitors will have both + and - terminals. In most cases, this must rectify the problem.
If you still experience the same problem, you have to enter its service mode option to do adjustments. This is a semi-skilled work. you must have a general knowledge in electronics to follow, as service mode and adjustments display window will be entirely different to that of user menu window.
