Your problem seems the device it not detected properly or is not being assigned a drive letter. First try this, Right-click "My Computer" > "Manage" and then click on "Disk Management", you'll be able to see Cd/Dvd-Rom drive on the lists of available Disk Management snap-ins, right click on the Cd/Dvd-Rom and click "Change Drive Letter and Paths" or it could be "Assign Drive Letter and Paths", once you click it, another dialog box will open up, click "Change" and assign a drive letter from the lists (you'll see an option as a drop-down-list), click "Ok" and restart your computer. You will be able to see the Cd-Rom drive in the My Computer directory.
If this doesn't fix your problem, you need to check the connectors of the cd-rom, means you need to unmount it from the machine and clean the connectors on the cd-rom and on the computer.
It's also possible that the cd-rom itself is defective, in that case, your only solution is replacing with a new Drive.
A CD key is unique and is different for each cd, meaning if you use the cd key once for a game, you will not be able to use it again. This means CD keys cannot be shared across internet.
Your CD key is a 25 letter- and number digit, and it is usually above your cd of the game inside the game box. If it isn't there, it should be on the backside of the manual.
I'd try wiping and reinstalling the operating system or booting from a linux live-cd first to see if it's a windows issue or hardware issue. In the end though, yes I believe the motherboard is probably faulty.
PEO normally means Player Error Optical which means that for some reason the cd player is not reading the cd correctly. This can happen if the disk is dirty or has a lot of scratches. If the disk is clean and in good condition more than likely the cd player will need to be replaced.
I am assuming by Diskett you mean a small flat disc 'bout 3"x3"Square)
1/. Use your burning program, when ADD Files comes up, select Drive A (Usually "A" is diskette drive) open,Add, Burn, ..Nero is pretty good. I2/. F you mean one of those SMALL round CD type , just do it the usual way, (Same as above actually, just substitute your CD Drive letter for "A".
