Dana:
What is happening is your glass grinder AC motor has brushes that contact the armature to supply voltage to the armature (spinning part). Those brushes rub against the contact parts of the armature and spark a bit. This sparking causes a radio frequency pulse to invade the wires in your electrical system and also the antenna section of your upstairs TV.. I suspect that your Glass Grinder is old school and was not manufactured with RF suppression filters built in.Most devices today have suppression built in. What your TV is doing is picking up the ripples on it's Ac plug and displaying them as little spikes on the picture tube as 60 cycle spikes. There are filters made that suppress these spikes somewhat. One thing that I suspect is that your AC system may have missing grounds as a lot of old systems had before electrical codes dictated third wire grounding on all fixtures. You may suppress some of the spikes by filtering the AC at the wall plug, but if your wiring is of the older Two Wire system, you may have to live with the problem. see: https://www.amazon.com/s/?ie=UTF8&keywords=rf+interference+filter&tag=mh0b-20&index=aps&hvadid=77653063011266&hvqmt=b&hvbmt=bb&hvdev=c&ref=pd_sl_2unvxyk308_b

It is either the projection lenses are very dusty or are getting weak.
I would clean the projection lenses and try it.
It has been a while, so bear with me.
The bottom speaker covers should should either have some screws around the edges or just pop off (most are the pop-off kind). Under there, there might be some screws that hold the bezel (that frame around the screen). Remove the screws and remove the bezel. You might have to slide the bezel up to pull it (try bumping up on the lower corners with the heel of your hand). The screen should come off with the bezel (just set it aside and be careful with it). Now the 3 projection lenses(red, blue, and green) and mirror are both exposed. Wipe the dust off the lenses with a damp cloth and follow with a dry cloth. If the big mirror is glass, clean it with a damp cloth (maybe a little glass cleaner) and dry with a clean cloth If it is the foil type mirror, clean it real gently with a damp cloth. The big white plastic lens at the front is cleanable with a clean damp cloth. But unless there is a smoker in the house, I wouldn't mess with it. If you do clean it, be sure to use a circular motion with the pattern on the lens...it scratches easily. Then snap the bezel/lens assembly back on and reassemble the front pieces.
It has been a while since I have cleaned one of these. There may be a few differences in getting into the projection area depending on the models. Since the projection tubes are aimed up , the dust really builds up in them.
Hope this helps and good luck with it.
